External tallies & exclusions

When External tallies is toggled on in a voting round, it enables an extra tab in the voting round called “External tally”. Within this tab, you can add and exclude external votes in the particular voting round under “External tallies” and “External exclusions”, respectively.
There are two ways of adding external votes:
You can include external votes by uploading a comma-separated .csv file that includes the references of the contest and option, as well as the number of external votes for the option.
Or you can input the external votes manually through the system.
*Note that to be able to extract a result with an external tally, there must be at least one digital vote submitted in the system. You cannot extract a result from the system that only consists of external votes.
Start by closing the voting round, once the voting period is over.
Under the “External tally” tab, click “+ New” for External tallies.
Now upload the file containing the references of the contest and option, as well as the number of external votes for the option, or input the external votes manually. Additionally, give this tally a name under the text field “Name”.
When you upload the file, the system will map the external votes amongst the different options.
Click “Create External tally” and you will now be redirected to the “External tally“ tab.
The results will be calculated according to both digital and external votes.
*Note that changes to external tallies are not possible after a result has been generated. To make changes to external tallies, first delete the results.
External exclusions allow you to exclude voters who have voted externally (for example, at a physical voting centre) from voting digitally. Once a voter is excluded, they can no longer vote digitally.
To exclude voters, you need to upload a comma-separated .csv file that includes the voters' identifiers.
Start by closing the voting round, once the voting period is over.
Under the “External tally” tab, click “+ New” for External exclusions.
Now upload the file containing the identifiers of those voters who should be excluded from voting digitally. Additionally, give this exclusion a name under the text field “Name”.
When you upload the file, the system will show you whether any votes have been disabled and, if so, how many.
Click “Create External exclusion” and you will now see an overview of the excluded voters, including their identifier and name.
The results will then reflect the excluded voters and their respective adjudicated votes.
*Note that voters can only be excluded through one exclusion. This means that once a voter has been excluded, they should not appear again in a later upload of an exclusion file. Uploading files that contain repeated identifiers will lead to an error.
